Joel James was the born and raised in Pontypridd and currently resides in Llanwit Fardre. He studied History at the University of Bristol, and holds an MA in Welsh History from Cardiff University.

In 2008, Joel became the first ever Conservative Councillor elected to Rhondda Cynon Taf County Borough Council and has since been re-elected twice - in 2012 and 2016.

Joel also serves on Llantwit Fardre Community Council, having been elected in 2017 to represent the village of Efail Isaf.

Up until his election as a Senedd Member in May 2021, Joel worked as a librarian. He has also worked as a researcher for Andrew RT Davies MS and a caseworker for Alun Cairns MP.
